I don't think there has ever been any rule that if you don't use drugs, you then aren't allowed to reference them. Drugs were so prevalent then, why not write about them? (I believe the drug theory.)

Well i go by what the man himself has said numerous times over 30 years, even then in 1970 he said that then.

FYI this is EXACTLY what he was making fun of in the "45 revolutions per minute" outtakes, was people saying this very thing about some of his songs supposedly being about drugs and this was back in 1970 when he just written alot of them.
