This song is about the war in Viet Nam. In particular when the Vets had to run through the jungle avoiding friendly USA carpet bombing. "The devils on the loose" lyrics reflect this. 200 Million Guns are loaded etc. refer to President Johnsons daily bombing espically during christmas time. So they ran through the jungle and never looked back fearing for their lives.
